COLUMBUS AFB, Miss. -- Air Force Smart Operations for the 21st Century, or AFSO21, has adopted a new 8-Step Problem Solving Model to achieve continuous process improvement. This model is based on the OODA Loop and will make it easier for Air Force members to eliminate waste in the workplace.
The Secretary of the Air Force and Chief of Staff of the Air Force both endorsed the 8-Step Problem Solving Model as the wave of the future for the Air Force in their June 2009 Joint memo. The memo stated, "We must take advantage of every opportunity to use AFSO21 principles to improve processes we perform.
In cases of non-compliance, continuous process improvement practices are used along with the Air Force’s 8-Step Practical Problem Solving Method to resolve the deficiencies.
The Air Force 8-step problem solving model is taught to Airmen through AFSO21 and Professional Military Education programs to generate efficiencies and improve combat capabilities across the Air Force.
The eight-step problem solving model, nicknamed the dreaded A3, was discussed along with ways to make it more user-friendly and streamline the process. The final day emphasized the innovation ecosystem. Bethany Weiser, AFMC Spark Lead, created the space for creativity.
ROYAL AIR FORCE LAKENHEATH, England (AFNS) -- The Air Force Smart Operations for the 21st Century office here taught 12 Airmen how to utilize the 8-Step problem solving method to work together and find answers to real-world problems they're facing in their organizations.
The eight steps are: 1. Clarify and validate the problem. 2. Break down the problem and identify performance gaps (observe) 3. Set improvement target. 4. Determine root cause (orient) 5. Develop countermeasures (decide) 6. See countermeasures through. 7. Confirm results and process. 8. Standardize successful processes (act).

The AFSO21 problem solving structure is scalable to the type problem being addressed by a team or individual. What follows is the Air Force Observe, Orient, Decide, Act (OODA) 8-Step Problem Solving model (see Figure 1, page 36).
