Mission: Your mission statement defines your purpose for choosing real estate. It clearly states what you’re trying to do, the problem you want to solve, and the difference you want to make.

SMART stands for Specific , Measurable , Achievable, Relevant , and Time-bound . It’s like a recipe for success, ensuring your goals are clear, realistic, and have a deadline.

Your SMART goals are an integral part of your overall business plan for real estate. They should be stepping stones to help you achieve your long-term vision and mission. So, analyze your SWOT analysis, ideal client, and market, and craft goals that will help you dominate your niche.

Example Smart Goal: Close 10 transactions in the next quarter.

Make sure to provide as many details as possible behind your goals. Don’t just say, “I want to sell more houses.” That’s too vague. In the example above, the goal is specific: “close 10 transactions.”

If you can’t measure your progress, how will you know if you’re crushing it or falling behind? Ensure your goals have numbers attached to track your success or see where you need to focus more energy. “Close 10 transactions” has a specific number, so you have a way to measure your progress.

I know you’ve got big dreams for your real estate business , but Rome wasn’t built in a day. Set goals that stretch you beyond your comfort zone but are still achievable. This way, you’ll gain confidence, build momentum, and push yourself to new heights. Closing 10 transactions in a quarter is a lofty goal, but it’s still achievable. Your goals should stretch you but still be within your reach.

Relevant goals are the ones that actually move the needle for your business. Sure, becoming the next TikTok sensation might be a lot of fun, but unless TikTok generates most of your clients, it won’t help you close more deals. Your goals should be laser-focused on the activities and milestones that will help you grow your real estate career. In the example above, the goal is specifically related to real estate. 

Deadlines are your friend. Without a timeline, your goals are just wishes. Give yourself a precise end date and work backward to create a plan of action. In the example, the deadline for achieving the goal is the end of the current quarter. If you don’t achieve the goal, you can evaluate where the shortfall was and reset for the next quarter.

It also helps you track results over time, test lead generation strategies and develop new marketing approaches. Write an executive summary

Real estate business planning should always start with a summary of who you are, what services you offer, where you operate and who you serve.

Define your mission statement

Your mission statement is the foundation that supports your entire real estate business plan. It should clearly state your guiding principles and goals.

Create a team management summary

If you’re working with a team, include all members who contribute to your success and how they help. Create a table that shows their roles, responsibilities and time frames for specific tasks.

Know your target client

Determine who your target client is and figure out their story. The more personal you can get, the better you’ll serve your clients.

Who, specifically, is your target client? This could be a first-time home buyer, a home seller, a renter — or a more specific subset like retirees or investors.

What is your target client’s story? Ask your clients specific questions and create a strategy based on their answers. Where do they want to live? What is their annual household income? What do they want from their home?

Outline SMART business goals

Your goals should be specific, measurable, attainable, realistic and timely — in other words, SMART . Once your real estate business goals are SMART, break down each goal into objectives. These should be the specific tasks and activities required to accomplish the goal.

Map out your keys to success

Every real estate agent business plan template should include a table that lists the top three ways to achieve business success — and more importantly, the actions required to fulfill them.

Breakeven analysis

A critical part of real estate business planning is determining your breakeven point. What average commission rate do you need to achieve per unit to break even each month? How many homes must you sell at your average commission rate to break even by your target goal?

Understand your market

It’s crucial to stay on top of your target client’s market. A successful agent will know how the market has behaved in the past few years, as well as where it’s headed (and why).

It’s fundamentally important to remember that in real estate, there are two things to keep on the top of your mind:

  • You are your own boss and manage your own business.
  • Being busy doesn’t always mean that you’re making money.

Combining these two important thoughts leads us to one conclusion — that having a written-out plan will help determine what you’re trying to accomplish and will help keep you committed to a specific plan of action. In many ways, consider this your elevator pitch. Given 30 seconds, or the amount of time you were in an elevator with someone, how would you describe your ability to  be profitable in real estate ?

Write a Detailed Business Description

If you’ve ever seen the show, “Shark Tank,” you’d be familiar with how the business owner stands in front of the investors and shares their story about why they should invest in their product. This is the detailed business description of your plan, where you tell what inspired you to get involved in real estate.

The description will highlight the opportunity and how you plan to make the most of it, while answering ‘who, what, when, where, how, and why’. Who is your prospective client? What makes you different and what is your client looking for? When are they typically looking to buy or sell their property? How do they typically start their search or process of selling their home?  Questions like these  will help shape your detailed business description to answer questions that you might not think about at first.

Perform a SWOT Analysis

If you’re unfamiliar with the term “SWOT”, it stands for (S)trengths, (W)eaknesses, (O)pportunities, (T)hreats. When applying a SWOT analysis to writing a real estate business plan, the coined term helps you identify some of the core questions that arise when planning.

Strengths address what makes you different and a better choice than your competition. Will you be more knowledgeable? Have you lived in the area you’re targeting your whole life? Are you a well-known member of the area who already has created a personal brand that will go far in real estate?

Weaknesses address the exact opposite. What things are you lacking? What things do others do better? Naturally, if you’re breaking into real estate, one of the first things you’d note is experience. Having multiple weaknesses isn’t a  bad  thing. It means you’ve identified potential issues and how to overcome them. For example, a new agent with experienced coaches can quickly overcome the example weakness.

Creating a Strategic Real Estate Business Plan

Defining your marketing strategy.

As much as you would like to be the perfect fit for all clients, the reality is that you are going to have a specific type of client that’s going to work the best with you. Maybe it’s someone from a specific area of town, first-time homebuyers, those using specific types of financing options, or those in the Armed Forces.

Identifying your market niche isn’t going to limit you to a specific clientele, but it’s going to direct your marketing and branding so that you’re not throwing lots of things and hoping that something sticks. This means saving time and money by directing your marketing efforts to the most meaningful ways, giving you the biggest bang for your buck.

Understanding the marketing strategy aspect of your real estate business plan will help you know who your target is, what their defining characteristics are, what services they are seeking, and help you understand how to grow those specific relationships.

Understanding  how you will generate leads  is incredibly important in developing your plan. If you don’t have leads, you won’t have sales — which means you won’t make money. Because of the nature of the business, you’ll need to understand how prospective clients start the process (which is usually through looking at things online).

Creating a Financial Plan

An important aspect of writing your business plan will always include money. Here you will identify your expenses, income, and estimate your sales goals. It’s important to create realistic and well-thought-out measurements in this section, to understand how your plan will come together.

When looking at your expenses, consider all things that will change for you on a licensing, personal, and business level. Licensing may seem self-explanatory, but ongoing education, covering multiple states, and other things might pop up. Personal expenses are also easily overlooked — will you need to buy different clothes, will a new smartphone be important to your work, and will your cost of gas rise? Business expenses are things like your broker fees, advertising costs, and other things often charged directly from your office.

A true financial plan is not a rough collection of estimates or guesstimates. It’s a close look at the reality of the costs you will be facing when you choose to start on the endeavor, and a true understanding of what it will take to achieve your goals. One of the basic goals you will look at financially is the ability of real estate to keep you economically profitable in consideration of your time and resources.

Analyze Your Local Competition

In-depth research into your local competition will help you beyond your SWOT analysis. When you’re looking at other offices that might be competing with you, consider what sets you apart and makes you different. Also,  use this competitive insight to grow your brand  and sharpen the services that you offer to clients.

For example, if your focus is on first-time homebuyers, are there any competitors that also have this focus? What do they do that seems to work? What can you offer that they don’t? There are generally four areas that will set you apart in regards to your competition; the product (your brand and focus), the price (your commission and price you seek for your clients), the place (your ideal market you’ve chosen to focus on), and promotion (meaning the way you’ll choose to market to generate leads).

Understand Your Ideal Customer

Understanding your customer is critical in writing a real estate business plan. Without that important link, you won’t meet your goals, your marketing dollars will be wasted, and your time will be spent without result.

The important things to know about your customer are:

  • How do you reach them? Will they respond better to emails, texts, or calls?
  • What matters to your clients? Is it more space, interior luxury, or location?
  • What brand does your client subscribe to? Will they value Walmart or Whole Foods more?
  • What matters most to your prospective buyer? Is it space, price, or something else?
  • What is your ideal demographic? This is age, sex, etc.

Having a firm grasp on these important things will help you develop your plan so that you can speak to what your market research is telling you. Perhaps your opportunity is in selling new homes in an up-and-coming area, or to military families who have been given new orders near a base. Referrals and leads will always attract outside of your ideal mindset, but this will help you focus your efforts.

Implementing Action Plans

An action plan is a carefully considered set of steps to take in  achieving a specific goal . For example, if your goal is to get ten new leads a month, an action plan will help you get there. An action plan establishes a clear goal and the different things that need to be done to reach your objective.

You might have different action plans for marketing, closing sales, ongoing education and personal development, social media goals, etc. All of these individual action plans will help carry your real estate business plan to fruition.

Evaluating and Revising Your Plan

Your business plan is sure to be a living document as time goes on. With a constantly evolving real estate market, it is critical to stay up to date with the latest news – not only for the industry, but also for the markets you specialize in. As you continue to meet and shake hands with individuals, new doors will open, offering you opportunities that you probably didn’t consider when you originally developed your plan.

For example, maybe you’ve met a developer who’s asked you to help list their properties. What you learn from your clients will be equally important to your plan – if things don’t matter, save time and resources by removing them. Additionally, if there are things missing (like virtual open houses, alternative social media focuses, etc), find a way to incorporate them into your plan.

4. Analyze Your Competition

We all know the saying, ‘keep your friends close and your enemies closer’. Stay on top of what other agents are doing by subscribing to their newsletters and following their social media pages. While you won’t want to copy their strategies outright, they may just inspire you to create a marketing plan that gives you a competitive edge.

You should also look out for underserved niches and competitive saturation.

When it comes to underserved niches, there may be plenty of agents in your area specializing in family residential properties. But how many are serving the commercial sector? Or the luxury sector?

If the city sections in your area are blowing up, consider looking into properties in a nearby suburb to avoid competitive saturation.

5. Decide What Services You Will Provide

Most real estate agents provide the expected services such as conducting open houses, finding homes for buyers, determining pricing, negotiations, and keeping transactions organized in general.

But you can offer additional services that set your business apart. For example, you may provide:

  • Staging: Staging involves setting up the home, so it looks more aesthetically appealing. Once upon a time, staging was offered as an addition service. But today, many agents are rolling it into their agent fees. The agent may stage the home themselves, or they may bring in a specialized team for staging.
  • Professional Virtual Tours: Today, virtual real estate tours are the way to go. They allow clients to get the experience of being in the home without having to leave their home. If you are not offering this service, it’s time to get onboard.
  • Neighborhood Analysis: Most agents provide clients with an overview of what a neighborhood has to offer. But if you want to go that extra mile, you can provide an in-depth report that includes crime rate, types of properties, demographics, and more.
  • Relevant Discounts: Agents can offer clients relevant discounts in terms of handyman services, inspections, appraisals and more.

6. Carve Out a Niche

It’s important to carve out a niche in terms of what type of property you want to sell and who your target audience is. But you can get even more ‘niche-y’ by specializing in certain types of properties such as condos and townhouses, catering to first time buyers and so on.

It may seem like carving out a niche is limiting, but it will make people come to you first when they require expertise in your field. When choosing a niche, base it on what you are most skilled at and where you see an opportunity to grow professionally.

7. Create a Marketing Plan

The first step of your marketing plan will involve identifying your target audience and determining the best way to reach them. For example, if you are focused on first time buyers, you will be targeting a millennial crowd. In addition to emphasizing money saving goals, you may also want to advertise yourself as an agent that is environmentally friendly and gives back.

A luxury crowd may have similar concerns, but their main interests will be in finding high end properties that offer the utmost in amenities.

You must also consider the best way to reach your target audience. What social media platforms are they likely to be on? Do you think they will respond well to cold calls , door knockings , and mailings? Or is it best to keep things digital?

You must also consider race, color, origin, sexual orientations, and disabilities. Create marketing materials that are appealing and will not discriminate in any way.

8. Conduct a SWOT Analysis

SWOT stands for Strengths, Weaknesses, Opportunities, and Threats.

In terms of strengths and weaknesses, you must consider what you are best at and what could use improving. For example, you may find that you have superior digital skills but that you’re not so great with cold calling. If this is the case, you should focus on digital and avoid cold calls.

However, you may also consider improving weak spots. For example, if it was the other way around and digital was a weakness, you should consider building up your digital skills. This will give you a competitive advantage in today’s world of real estate.

It’s also important to be aware of opportunities and know when to pounce. This will help a lot with lead generation. For example, FSBO, near pre-foreclosure, and divorces are all ideal situations for an agent to come knocking. You may also think of opportunities in terms of underserved areas and niches in your community.

Threats can come in the form of competition and/or changes in the market. There is usually no way to keep these threats from happening, but you can take steps to be prepared when they occur. This will ensure you are in the best shape possible for taking them on and minimizing potential damage.

9. Focus on Your Specific Goals

  • Making a certain amount of money in a given time
  • Completing a certain number of transactions in a given time
  • Attaining a certain number of new clients in a given time
  • Reducing lead time
  • Growing your company by hiring new agents and employees or opening new locations
  • Determining a better work/life balance

When you set up your goals, it’s important to make them measurable and attainable. If your goals aren’t attainable, you will end up wasting time working towards goals you will never reach. You will also become frustrated by your lack of progress.

Measuring goals can be challenging. In today’s digital world, reports and analysis are provided so you can determine your ROI and figure out what’s working and what isn’t. If you are outside of the digital realm, it may be more difficult to measure your progress, but you should have some idea of how well you are doing.

10. Keep Track of Your Finances

No matter how passionate you are about your business, it won’t be a success unless you are making money. You must keep track of how much you are spending and how much you are earning. Your net profits should always be positive.

For best results, implement an online system like QuickBooks. Online bookkeeping systems will provide reports so you can see where most of your money is being spent and your main sources of income. This will help you determine what’s bringing in the most ROI, what’s generating income, and what’s not.

You may also consider hiring an accountant and/or a financial consult. Your financial team will ensure you are making smart moves at tax time and when investing in tools, software, and other business ventures.

11. Review Your Success Ratios

Your success will also be contingent on customer satisfaction. Are your customers pleased with your services? Are they referring friends and family?

If your success ratios are looking good but your finances aren’t matching up, you may be overspending on certain aspects of your business. Look at your records to see where the bulk of your money is going. Cut back if necessary.

12. Revisit Your Real Estate Business Plan Regularly

Your business plan is not set in stone. It’s a good idea to check it on a regular basis so you can revise it in accordance with your current needs. You may also want to create a new business plan if you decide to change up your business model.

A real estate business plan is a valuable tool for agents. It will keep you on course in attaining your goals. This template will help you devise a plan that is best suited to your professional needs. We wish you the best of luck in moving your company forward.

That is, it’s not just what you do, but how you do it. What level of service are you providing? Is it just good enough to get through the transaction? Or, is it so great that your clients are thoroughly delighted ? (Delighted consumers refer business to you–less cost and more effort equals big pay-offs, right?)

How to Create a Commercial Real Estate Business Plan

My step-by-step blueprint for success.

Cayenne maintains a very active practice in real estate business plans – including funds and development plans for commercial, residential, and agricultural uses, along with many specialty projects aimed at mixed-use, live-work, hospitality, medical, entertainment centers, smart/sustainable developments, and others. Also created for our clients are detailed “ capital stacks ,” including debt, equity, “impact/cause funding” along with consideration of public investment, grants, and special tax opportunities.

How to Create a Commercial Real Estate Business Plan

Cayenne’s practice in real estate is broad, but commercial real estate (CRE) makes up a large portion of Cayenne’s real estate consulting services to developers, sponsors, owners, contractors, and vendors.

While each client project is unique and is accorded special consideration and treatment, there are some important issues that arise in many commercial real estate business plan projects.

This post will mention a few of the types of issues that owners, developers, sponsors, or other stakeholders in commercial real estate might take into consideration when you create a commercial real estate business plan.

Keep it Exciting, Simple, and Digestible

While any commercial real estate project will have many details, it’s important to create a compelling, simple, and understandable story.

Who is the audience for the business plan? Funders come in every shape and color. On the debt side, there are direct lenders, traditional banks, convertible debt lenders, etc. On the equity side, real estate investors range from family offices to angels, to angel funds, to private investors who may be HNW (high net worth) or to F&F (friends and family) investing from a self-directed IRA. Your business plan will differ depending on what types of funders are going to see it.

On that note, it’s always a good idea to include two things: (i) a simple Guidance and Disclaimer that the business plan is for funder/stakeholder information and not a securities offering; and (ii) a Glossary of commercial real estate terms which not only helps the reader, but reinforces the reader’s impression that the project’s team is expert in commercial real estate concepts. By way of example, while a funder might be very familiar with IRR (internal rate of return), he/she/it might not be as conversant with terms like CRA (Community Reinvestment Act), FAR/Bonus FAR (Floor Area Ratio/Bonus Floor Area Ratio), flex (multi-use) space, MSA/CSA (Metropolitan Statistical Area/Combined Statistical Area) or New Market Tax Credits. A good business plan helps educate the reader on these items.

Text, Deck, Financials, Artwork, or All?

A commercial real estate business plan can be scribbles on a napkin, 120 pages of text, a 10-slide deck, or a 50-slide beautifully illustrated digital presentation . For example, if the format you want is a presentation deck, it’s good to decide in advance approximately how long it should be, what type of content, and what type of visual look you desire. Should it be page after page of charts and colored shapes, or should it be a nice, illustrated presentation of your concept and market?

For sizable commercial real estate business projects, multiple documents may be needed, that can range from, and include one or all of, Financial Book, Market Study, Business Plan, Deck, FAQs (frequently asked questions), Term Sheets, LOIs (letters of intent), Plats, Renderings, GC (general contractor) bids, 3D imagery, and so on. Much of the time, the whole menu isn’t needed up-front, but many, or all, could come into play before the project reaches completion.

Bottom line, there isn’t a “one size fits all” in commercial real estate business plans. So, before you opt for a Do-It-Yourself template, it’s always good to take a hard look at the actual Scope of Work, identify your end goals, the detailed stages that your business plan and fundings may proceed through, and in what order.

What’s the Simple Story?

Whatever the project is, there should be a way to encapsulate it in one or two sentences.

The idea is not to dumb it down, but to be able to say simply to any funder or stakeholder – here is what it is. The right one sentence can then beckon an audience to longer discussions of the concept.

What’s The Opportunity in the Market?

One key goal is to present to a potential funder or stakeholder the fundamental issue of how valuable the concept can be.

Sometimes this is obvious. Sometimes it isn’t, or it won’t be to your audience, so you will need a clear statement of how much money your company stands to make out of the target market. Far too many entrepreneurs, plans, and providers opt for high-level online overviews that say things like “The 2021 global market in multi-use commercial real estate is $__ billion and CAGR (cumulative annual growth rate) of 21% is expected over the next 5 years.” Those are positive statistics, but they don’t say anything about your project’s potential.

Rather, the core issue to include in your plan is – how much of that global market are you going to grab with your business model? And then prove it with defendable numbers.

Another great addition is a section on “market drivers” which can include concepts such as reduced risk, effective land use, limited competition in the area, a captive tenant base, portfolio diversification, diversity of tenants (e.g., in a multi-use project that combines retail, hospitality, and housing), convenience, and demographic appeal.

Who’s the Visionary/Sponsor/Developer and Who’s on the Team?

One thing we see again and again is that, after all the numbers are crunched, the i’s dotted and the t’s crossed, a funding decision comes down to this: does your funding audience have confidence that you and your team will execute on your commercial real estate business plan? A great team, with a great track record, helps get you past this speedbump, and you should try to include fairly detailed bios of the team showing experience, time in the commercial real estate industry, former companies, former titles and responsibilities, and educational background.

Another plus in this part of the story is a tight, powerful listing of key goals that the team has already accomplished, and a projection of what the next several years will bring.

The Business Model

It’s easy to look at commercial real estate as a familiar concept without a lot of new ideas. But there are many special aspects that a specific project can point to, such as: (i) the market niche is hot at the moment; (ii) planned diversification across regions, cities, and neighborhoods, or (iii) that the project arose from the owner/developer’s “nine-point” project evaluation set of criteria that profile the area, amenities, transportation, funding benefits, target project size and typical time to completion, occupancy rates in the area, expected hold until stabilization, and liquidity solutions available for funders.

Innovations and Success Drivers in the Business Model

While real estate is one of the oldest industries in the world, it is constantly changing in exciting ways. If your project is a multi-family development, why is it different – and hopefully better – than the apartment complex across the street? What are the “success drivers”? Is it better-constructed, greener, smarter, more sustainable, technology-enhanced, more likely to hold value, better designed, more attractive, or in an area with public funding or tax benefits available, etc.? One concept that is increasingly dominant in commercial real estate business plans is presenting amenities. What special amenities separate your development from the rest of the neighborhood?

Another consideration is the huge upsurge in “cause-related,” “social benefit,” or “impact” investing. If your project is designed to provide some real social benefit , it is great to flag this for funders and stakeholders. It can also open up new funding opportunities with CRE investors/funders who are seeking, or are required to seek, social benefit in their portfolios.

What is the Funding Opportunity?

Your commercial real estate business plan should explain how much funding is needed, and in detail, what it will be used for – e.g., development, acquisition, construction, construction take-out, and limited-term senior debt.

In commercial real estate, a presentation of the capital stack is critical, and it is often quite detailed. For example, the project’s capital stack might involve a combination of senior secured debt, additional subordinate debt, and equity financing, as well as grants and tax credits, in accordance with local community development, economic development, and workforce development interests in the municipality, plus tax incentive programs related to Historical Structures, New Markets, Low Income Housing, Opportunity Zones, and Business Improvement Districts.

Building Your Commercial Real Estate Financial Model

While simplicity in telling the story is always important, your financial model could often present a laundry list of benefits. You might point to five to seven different ways that the funding model uses leverage; or you might point to abundant collateralization, or to regulatory benefits such as CRA ( Community Reinvestment Act ) portfolio points, or to tax benefits for investing in an Opportunity Zone , or to the simple point that commercial real estate is, traditionally, a very safe investment, that goes up with inflation and, as a hard asset, it will always maintain some level of value and worth.

For prospective stakeholders, projected yield, MOIC (multiple on invested cash), IRR, and any special liquidity solutions are great to mention. At the end of the day, one point can always be made – commercial real estate is the type of investment that is safer than most, can provide steady income, and offers special financial protections from property value, lease payments, and, often, government incentives.

If the plan is for a commercial real estate fund, it’s always good to identify the special nature and characteristics of the fund, e.g., the fund might be a closed-end, leveraged, managed distribution fund that will only invest in certain types of assets, with certain target capitalization rates (a measure of how risky commercial real estate investment is).

The Property

It’s always good to have a section in the Plan that speaks to the property, or to possible properties that may be selected. This can be exemplified with photos, maps, renderings, drawings, plats, descriptions of the property, amenities, and the locale – in short, a part of the Plan that brings the concept to life – a moment of punctuation that delivers a moment of “Wow, there it is, that’s where the project will be built.”

Competitive Differentiation

A key question is always “how do the project and the funding opportunity stand apart from other developers and profit-seekers that focus on similar property investments?”

What helps here is to identify why the developer/sponsor/owner has a plan for development that is innovative, data-driven, and fueled by ground-level experience.

Another concept that helps here is to identify strategies for enhancing the value in the property/project, or, if applicable, in the portfolio.

Writing Your Commercial Real Estate Business Plan

Now that you’ve thought through all these issues, get ready to craft your commercial real estate business plan that features all the essential sections including: the business plan’s Highlights (a powerful type of Executive Summary), Introduction, the Company, Management, the Market, the Property, the Funding Opportunity, the Financial Strategy, and how you are different from, and better prepared for success than, the Competition. The business plan samples above should prove helpful.

What Are Unrealized Capital Gains, and What Would This Plan Actually Do?

Unrealized capital gains describe the value an asset has gained while under someone's ownership. Realized capital gains are the effective profit at the sale of one's assets. So for example, if someone bought a house in 2012 for $200,000 and the house is now worth $250,000 but that person still owns it, the unrealized capital gains are $50,000. These are also known as "paper" gains.

Starting Aug. 16, 2024, the Harris campaign began to outline its economic plan . In doing so, it endorsed President Joe Biden's 2025 budget , whose revenue proposals included a "minimum [income] tax on billionaires," which the budget said would raise $500 billion over 10 years. Those unrealized capital gains would be taxed as income.

According to the proposals, the 25% tax on unrealized capital gains would apply only to people with a net worth of $100 million or more, or the richest 0.01% of people in the country. Contrary to Boebert's assertion, it would not directly affect the middle class. Even then, it would not apply to the entirety of the concerned group, but only to those who own 80% of their wealth in tradable assets (stocks, bonds, crypto currencies — in other words, securities that can be sold easily on a secondary market). 

This would exclude anyone whose fortune is made up of shares in privately held businesses or real estate — i.e., startup owners or investors. As a result, this would not, in fact, "double home prices," because no one would have to pay it on their homes or any of their real estate holdings, contrary to what some opponents of the measure have suggested.

Its proponents have argued that this tax would contribute to reducing wealth inequities. One reason for this is that people can often borrow money at lower interest rates against the current value of their assets, which can include unrealized capital gains. As such, the Biden administration decided to treat them as income:

Proposes a Minimum Tax on Billionaires. The tax code currently offers special treatment for the types of income that wealthy people enjoy. While the wages and salaries that everyday Americans earn are taxed as ordinary income, billionaires make their money in ways that are taxed at lower rates, and sometimes not taxed at all. This special treatment, combined with sophisticated tax planning and giant loopholes, allows many of the wealthiest Americans to pay lower rates on their full income than many middle-class households pay. To finally address this glaring inequity, the Budget includes a 25 percent minimum tax on the wealthiest 0.01 percent, those with wealth of more than $100 million.

One supporter argued in MarketWatch that this would be no different than paying city taxes on his home based on its " assessed value " each year.

But the proposal's critics fear that it would hinder risk-taking, which is an essential part of keeping an economy vibrant. For example Florida Atlantic University College of Business professor Siri Terjesen wrote in July 2024 it would act like a "kill-switch for entrepreneurship." "I nvestors may be less likely to invest in growth-oriented ventures due to greater swings in valuation compared to larger, established companies," she said.

Given that this measure is only set to affect the wealthiest 0.01% of the population, however, it is unlikely to cause an "economic calamity." If it were to apply to people in the middle class, on their homes or their investments, it might, in fact, affect their purchasing power, their ability to plan for the future or their ability to own homes. As it stands, however, the measure is too limited in scope for that.

As for the 44.6% tax rate alluded to in an email from a Snopes reader, it referred to a pair of proposals that would increase the top ordinary tax rate on long-term capital gains and qualified dividends for people who earn more than $1 million to 39.6% from the current 20%, and the net investment rate by 1.2 percentage points to 5% for those who earn more than $400,000. 

The tax rate on long-term capital gains — assets held more than a year — for high earners would match the rate for short-term gains, which are taxed at ordinary rates based on a taxpayer's income bracket. The proposal would apply only to the taxpayer's income above $1 million; for example, someone with taxable income of $1.1 million that included $200,000 of long-term capital gains would be taxed at 39.6% on $100,000 of those gains and 20% on the other $100,000. Someone with income of $900,000 including $200,000 of long-term gains would pay 20% in tax on all $200,000.

Vyacheslav Pimurzin: ‘Commercial real estate in Kazan has not exhausted the opportunities for growth in price’

Where is it more profitable to invest in Kazan today: the primary or secondary housing market, in apartments, or offices. Which segment of real estate has already exhausted the opportunities for growth in price, and which one will not only save savings, but also increase them. These issues are of concern to many potential investors today. In the author's column for Realnoe Vremya, the expert of the commercial real estate market, head of the Affordable Office Fund, Vyacheslav Pimurzin, discusses how the process and prospects of investing in residential and commercial real estate differ in 2023.

Difference #1: pricing quirks

Commercial real estate, as well as residential one, is divided into primary and secondary. There is a significant difference in pricing between these two asset classes. Residential “secondary” housing on average in the city costs the same and the price of a new building may differ by a maximum of 5-6%. A strong discount can be obtained only for a “fixer-upper” apartment, in which you need to invest more than its square metres cost.

But the commercial “secondary” real estate is not only that it sharply differs in cost among themselves, it can also be cheaper than the “primary” by one and a half times. Of course, a small shop on the first line of a tourist street will be even more expensive than an office in a new residential complex in a residential area. But we do not consider such terminal options. However, we always recommend potential investors to take a closer look at inexpensive offices in the secondary: they can and should earn money.

Difference #2: commercial real estate is cheaper to buy, but more expensive to rent

Secondary commercial real estate in Kazan on the ground floors is currently being sold for 85-100 thousand rubles per square metre. The apartment on the floor above costs 150-160 thousand per square metre. Therefore, if a client has a conditional 5 million rubles and he is an adept of investing in housing, in Kazan today he can get only a small studio apartment. The asset is liquid, one-room apartments are sold well. But by the end of 2023, the rise in housing prices, spurred by preferential mortgages, has exhausted its reserves — more and more experts say that there is nowhere to raise prices higher, because the flow of buyers stops. Therefore, it is difficult to consider such purchase as an investment — just as a protection of money from inflation. However, it can be rented for about 20 thousand rubles a month.

Let's consider the situation for commercial real estate. For 5 million, you can buy an office with an area of about 50 square metres. One can rent such a property for 700 rubles/square metre. 35,000 per month is significantly more than 20,000 for one-room apartment.

There is one more nuance: commercial real estate in 2022 has not exhausted the opportunities for growth in price. It still costs one and a half, or even two times cheaper than residential — and given the serious shortage of high-quality commercial space in millionaires (for example, in Kazan), there is every chance of its appreciation. Therefore, investing in commercial real estate (especially in secondary), an investor today can count on both the rental business and the growth potential in price.

Difference #3: the difference in capital investments

To prepare housing for renting, it needs to be brought into a living condition. To make repairs, buy furniture, be sure to put household appliances: a washing machine, a TV, a microwave oven, a stove for cooking — this is the minimum set. Moreover, over time, all this will require depreciation, and residents do not have a special habit of taking care of rented apartments. All this requires considerable investments. For example, I know businessmen who have not started major repairs in their own apartments for years, because they feel sorry to withdraw a couple of million from circulation at once.

To prepare the office for renting, you must make a calm, neat repair there and lay electrical wiring. Furniture, appliances, signage — all this is the care of the tenant. And sometimes it even happens that the tenant himself makes repairs in his office “for himself”. Thus, it increases the liquidity of your property, and does not lower it, as in the case of apartment tenants.
